In coordination with the Texas Department of Transportation and the City of Dallas, the North Central Texas Council of Governments conducted a study of East Grand Avenue from the 3G intersection (Grand Avenue/Garland Road/Gaston Avenue) to IH 30 during 2023-2025. This study examined the needs of the corridor related to pedestrian and roadway safety and accessibility to schools and parks. Significant public involvement occurred throughout the project.

As of July 2025, the project has moved into the implementation and funding phase. This website and the associated stakeholder email contact list will continue to be used to provide project updates as they become available. A final report is available under the Meeting History tab.

August 2026: New project updates from NCTCOG, TxDOT and City of Dallas

NCTCOG Update

Thank you to everyone who has been part of the Grand Avenue Study. We plan to keep you in the loop with updated information periodically. The overall study has officially come to a close and the final report has been posted to the project website at www.publicinput.com/grandavenue. You will need to navigate to the Meeting History tab and scroll to the bottom of the page to the Documents section and look for the Final Report file. The final report includes a draft version of the parking study report that was conducted this year on the southern section of the corridor. NCTCOG, TxDOT and the City of Dallas are continuing to coordinate on next steps toward implementation of the study recommendations and proposed improvements.

TxDOT Update

Phase 1 is officially under construction! This phase includes the curb bump outs between Clermont Ave. and Cameron Ave. to help with sight distance as traffic is pulling off the side streets onto southbound East Grand as well as slow traffic down on East Grand itself. TxDOT will also be doing a full replacement of the existing pavement surface with fresh striping for southbound East Grand. Some additional details from TxDOT about this phase 1 project are that the existing bike lane and parking lane north of Clermont Ave are not being affected because the curb bulb outs are from Clermont Ave to the south. During this phase, all three southbound lanes will remain open to traffic. A special note about the Tenison Memorial cut-through. This cut-through will be closed with the current phase 1 project. TxDOT is paving the turnaround under the bridge instead to make a safer connection for traffic to enter and exit SH78/East Grand rather than cross opposing traffic. In the next phase of the project (the ultimate 2-2-1-1 project), there will continue to be a restriction of left turns from the neighborhood to the northbound SH 78. In the future, southbound traffic on the 2-2 section will be able to turn right onto Tenison Memorial and access either the 1-1 section or the neighborhood. And traffic from the neighborhood or the 1-1 section will be able to turn into the 2 southbound lanes on SH 78. Traffic from the neighborhood or the 1-1 section will use the turnaround under the bridge to access northbound SH 78. This is depicted in the image below.

A tentative schedule has been developed on the ultimate 2-2-1-1 project. Please note that these dates are subject to change. Design development and environmental clearance are proceeding but no dates are known at this time. Construction is not scheduled at this time and would be determined pending the outcome of the environmental work and funding identification.

City of Dallas Updates 

Two projects near East Grand have updates to report.

Beacon-Graham Bike Lanes: Following completion of the Beacon and Graham Corridor Study, City of Dallas staff have hired a consultant to complete engineering plans for bicycle facility design, landscape architecture, and pedestrian improvements on Beacon and Graham between Columbia and Grand Avenue. Design is anticipated to be completed in early 2027 with implementation by late 2027.

Garland Road Vision: The City of Dallas has received funding through the United States Department of Housing and Urban Development to update the Garland Road Vision Plan. City staff, consultants, and a group of stakeholders officially kicked off the project in July 2026. The plan update is estimated to take one year to complete and will include robust community engagement to develop recommendations for Garland Road between IH 635 and the "3-G" (Garland-Gaston-Grand) intersection, related to transportation, land use, and economic development.
