Loop 12
Loop 12, built as the first highway loop around Dallas in the 1950s, now functions primarily as a major arterial roadway. Businesses and residential areas have built up around the roadway over time. The City of Dallas, the North Central Texas Council of Governments, Dallas Area Rapid Transit and the Texas Department of Transportation have joined together to analyze trends and recommend safety enhancements.
Project Scope of Work
State Senator Royce West hosted two town hall meetings in 2024 for residents to voice safety concerns on Loop 12 from IH 35E to US 175. While safety concerns were heard for areas outside of the identified section, this was the first focus section studied. The following safety concerns were highlighted by meeting participants:
- Exessive vehicle speeds
- Inadequate traffic signals with pedestrian crossings
- Bus stops not aligned with pedestrian crossings
- Lack of functional lighting
- Vegetation obstructing sidewalks

Planned Improvements
The Loop 12 project includes close coordination between the Texas Department of Transportation (TxDOT), City of Dallas, Dallas Area Rapid Transit (DART), and the North Central Texas Council of Governments (NCTCOG) to plan, fund, and implement improvements. These improvements will fall under the following general categories. All agencies will work together on planning and funding individual elements. If additional needed safety measures are identified, they wil be added to the list below.
- Speed limit reductions
- Enhanced speed limit signage
- Speed enforcement
- Additional traffic signals with pedestrian crossings
- Bus stop modifications to align with pedestrian crossings
- Improved lighting
- Identify additional sidewalk needs
- Trimming of vegetation
- Technology pilot program to warn drivers about pedestrians
The project agencies will use this website to provide updates on progress toward these improvements. These updates will be on this home page and will include photos, maps, or other visual material that add to the updates. The timeline on the right side of this page will show progress at a glance on these efforts and whether projects are in the study, planning, funding, or construction phases or have been completed.

- Installed speed feedback signs in various locations
- Refreshed pavement markings with speed limits in multiple locations
- Began designing projects for continuous highway lighting

DART
- DART and the City of Dallas began collaboration on bus stop relocations
- 23 bus stops to be removed

City of Dallas
- Finalized plans to install a signal at Ramona Venue adjacent to Glendale Park. The North Central Texas Council of Governments (NCTCOG) and the City will discuss whether additional improvements are needed.
- Trimmed vegetation to improve sidewalk areas in key locations
- Began design on highway lighting from Spur 408 to Country Creek Drive
- Design is underway
- Funding is approved
- Construction should start in early 2026
- Modified speed limits along the corridor from Cockrell Hill Drive to Edgelake Drive. The ordinance is available on the Documents tab.
NCTCOG
- Funding was approved by the Regional Transportation Council for 16 traffic signals. The RTC approved $6,000,000. When added to the already-approved TxDOT funding, the project cost for the signals is expected to be $16,675,000.
